Just SDA has a small but dedicated team that services all of our clients, partners and the broader ecosystem attached to our core business.

Justin Macdonald, Managing Director

Justin has supported the disability sector since he was 11, first as a volunteer, then mentor, trainer, ambassador and now board director. He has worked directly in the Specialist Disability Accommodation (SDA) sector since 2020 when the SDA market was starting to mature and gain traction in Queensland.

His experience in the sector and his Master’s in Business Administration (MBA) studies at QUT, brings a unique blend of work and academic experience. Justin centred his Master’s Thesis work on ‘Creating pathways to home ownership for people living with complex disabilities’, and seeks this to be the legacy he leaves in the sector.

Justin has also been involved in the Social Impact and Social Enterprise sector since 2018, with a focus on building, creating and leading businesses creating and empowering individual, social or environmental change for those experiencing disadvantage or barriers to mainstream support or employment.

His work as a Sessional Academic has helped shape and inform Just SDA Management to be a proud employer of people with lived experience of disability, with the goal to have a blended and diverse workforce.

Justin has also helped form working industry partnerships with other organisations such as ‘Your Town’ that also deliver positive social outcomes through employment for individuals living with disability, refugees and long-term unemployed individuals.

He currently serves on the board for ENACTUS Australia, a social enterprise initiative for university students, and the Research for Development Impact (RDI) Network. Just also is an adjunct industry fellow at Griffith University and serves on the Advisory Board for Griffith University: Inclusive Futures: Reimagining Disability.

Loren Chandler, Executive Assistant

Loren brings extensive lived experience navigating the NDIA and SDA space, giving her a deep understanding of the challenges and opportunities within the sector. Her personal journey with SDA has enabled her to return to the workforce, giving her firsthand experience of the positive impact it can have.

Loren is passionate about helping SDA participants thrive, while recognising that success looks different for everyone. As Executive Assistant to Justin MacDonald, Loren knows that enabling him to focus on his vision for Just SDA Management is the most impactful contribution she can make. She firmly believes in the mission of Just SDA Management and is committed to supporting its success.

Outside of work, Loren enjoys curling up with a good book, a warm cup of tea, and her beloved cat. She also loves gaming and exploring creative hobbies like crochet and cross-stitch and is always eager to take on a new challenge.

Graeme Baxter, Operations Manager

Graeme has worked across the community sector since 2001, starting as a care worker within the disability sector before Restrictive Practices, stronger reforms and the NDIS all came into play. He is well-credentialed, having studied a Diploma of Disability and a Diploma in Community Service Coordination, both fueling his passion for the sector.

Graeme’s rise through the ranks from a care worker in disability, mental health and aged care through to being an executive has helped create a sense of being grounded and remaining in touch with the community he seeks to serve. He has built up a strong track record of volunteering for many charities and partners in his career; he currently sits on the governance board for Angels in Aprons and was previously involved with care management platform, Conpago.

As our Operations Manager, Graeme is passionate about seeing people thrive within their own communities and their own homes, and he has a keen interest in seeking out new and innovative technologies that greatly enhance people’s lives. During his career, he has seen a lot of positive change within Community and Health, however hopes to see a lot more in the future.

Rachel George, Claims and Payments Manager

Born and raised in Brisbane, Rachel George brings 38 years of experience in the banking industry, beginning her career with BOQ in 1987. Over nearly four decades, she built a strong reputation for her integrity, reliability, and genuine care for the people she served. After many years leading the Windsor Branch as Branch Manager, Rachel felt inspired to take on a new challenge that would allow her to make a more personal and meaningful difference in people’s lives. In 2025, she joined Just SDA Management Pty Ltd, excited to bring her skills into a sector where every decision contributes to improving someone’s quality of life.

In her role, Rachel brings a calm and thoughtful approach shaped by years of guiding clients through important moments with clarity and compassion. She is looking forward to supporting participants, families, and partners with the same dedication she carried throughout her banking career. For Rachel, contributing to safe and stable housing for people with disabilities is a deeply rewarding way to give back to the community.

Outside of work, Rachel’s world revolves around her two daughters and her granddaughter who bring joy and meaning to her life. She loves spending time with family and taking holidays in Mooloolaba on the Sunshine Coast where she can unwind and enjoy the ocean. Rachel is also an avid reader who finds comfort and relaxation in a good book and a quiet moment to herself.

Leute Tutaia, Property and Connections Manager

Leute has over 20 years of experience in tenancy and property management, covering social, community, and public housing. Beginning as a receptionist and later a property manager in mainstream real estate, she transitioned into social and community housing, spending 14 years in the field before moving into Specialist Disability Accommodation (SDA) for three years.

Taking a break from SDA, Leute worked in Alice Springs for a local government, leading the Living Strong Program in Aboriginal communities across the Central Desert Region. Her role focused on helping Indigenous families sustain their tenancies by developing essential living skills, making it one of the most rewarding experiences of her career.

With a strong passion for SDA, Leute has returned to the field, dedicated to supporting vulnerable participants in navigating the often complex housing landscape. As a Relationship Manager at Just SDA Management, Leute stays up to date with NDIS and NDIA guidelines to provide the highest level of service.

Kez Barton, Property & Client Manager

Kez has been working in property management since 2016 and understands that building and maintaining relationships is key to success. With a keen eye for detail, she ensures properties are well managed and operations run smoothly.

She is especially passionate about her work in the Specialist Disability Accommodation (SDA) sector, where she can bring her caring and nurturing nature to the forefront. Making a positive impact in people’s lives is one of the most rewarding aspects of her role.

Outside of work, Kez enjoys concerts, theatre productions, and camping; but nothing brings her more joy than spending time with her grandbabies.

Bianca Browning, Property & Client Manager

Bianca brings a rare blend of specialist disability support and property management to Just SDA Management. She previously owned and ran a care business for high-intensity clients for five years, leading a team of around 20 staff and supporting participants with complex, 24/7 needs. She also stepped into additional coordination when supports were stretched, helping keep services consistent for clients and families.

Bianca offers deep property expertise built over decades in Queensland and New South Wales. After early career experience in complex negotiations, she moved into property management in 1998 and progressed to overseeing property management departments and later managing a large Gold Coast office. With experience supervising teams across property management and sales, plus trust accounting oversight, she brings the systems, compliance mindset and responsiveness SDA owners expect, with clear, practical coordination and communication with owners, participants and support teams.

At Just SDA Management, Bianca is motivated by helping people and making life a little better each day. She enjoys a role that brings her two career paths together, supporting positive tenant experiences while delivering reliable, well-run properties for owners. Outside of work, she loves camping when she can, spending time with family and friends, and bringing fun to what she does, especially when there’s a Christmas party and a “best dressed” title to chase.

Heath Bartels-Waller, Property & Maintenance Support

Heath joined Just SDA in late 2023 and supports the team with a range of tasks from property maintenance, marketing and graphic design. He is instrumental in ensuring that our properties meet the highest standards of accessibility and comfort for residents, and our online processes run as smoothly as possible.

As someone who uses a wheelchair, Heath brings a unique perspective that enriches his work. This lived experience informs his approach to problem-solving and helps create spaces that truly cater to the needs of all individuals.

In addition to his professional responsibilities, Heath is dedicated to his young family and has a passion for all things film & TV. He enjoys promoting inclusivity and support for those with disabilities, and his dedication to enhancing the quality of life for others is a driving force in everything he does.

Solveig Hedges, Property Services Coordinator

Solveig Hedges brings warmth, reliability and practical coordination skills to her role at Just SDA Management. She has hands-on experience as a disability carer and has volunteered in respite settings, supporting older people and people with varied disabilities. That lived understanding helps her approach every interaction with empathy, patience and respect.

Solveig has built a career in service-led organisations where trust, responsiveness and problem-solving matter. She’s worked across claims and customer service roles with IAG, MBF/Bupa, Commonwealth Bank and RACQ across insurance and banking. She consistently achieved targets, but what matters most to her is helping people through stressful moments; turning a bad situation into a better one; and being someone others can rely on.

At Just SDA Management, Solveig is motivated by making a real difference through helping residents with disability feel safe, comfortable and empowered in a place they can truly call home. She supports the Property Management Team by coordinating maintenance and organising trusted suppliers as needs arise, helping keep homes running smoothly for owners and creating a stable, dignified environment for residents and support teams.

Outside of work, Solveig is happiest near the water, whether that be beach days, snorkelling, jet skiing or even swimming with dolphins. She also enjoys ballroom, salsa and tap dancing, tennis, trying new recipes, and spending quality time with family and friends.

Danielle Cavey O’Connor, Marketing, Client & Admin Support

Danielle provides administrative and marketing support at Just SDA, where she brings together her passion for helping NDIS participants and her creative flair for content creation. With hands-on experience as a support worker during her university years, Danielle saw firsthand the challenges participants face when navigating the NDIS and accessing appropriate housing. Alongside this, she successfully grew her own social media platforms, discovering a love for community engagement and sharing information in a way that truly connects.

Danielle is committed to creating authentic, participant-focused content that showcases Just SDA’s values, homes, and mission. Her goal is to help participants feel informed, empowered, and excited about what Just SDA has to offer, while making the whole process feel more human and accessible.

Outside of work, Danielle loves spending time with her cheeky dachshund Harvey. Originally from Cairns, she loves exploring new places, and discovering everything Brisbane, Sunshine Coast and Gold Coast have to offer. She’s always snapping photos and capturing videos along the way, whether it's of her adventures, daily life, or the little moments in between.

Hanna Carpenter, Relationship Manager

Hanna is a dedicated Human Services support professional with over many years of experience in disability services, specialising in Specialist Disability Accommodation (SDA) and the National Disability Insurance Scheme (NDIS). Her knowledge and experience across various aspects of SDA have helped support countless individuals and families transition safely into their new homes.

Hanna’s experience in successfully managing and supporting stakeholders, projects and clients throughout their journeys comes from building clear lines of communication, setting clear and transparent expectations and strong skills in operational management and customer experience.

Hanna has a deep and comprehensive knowledge of blended housing models, assistive technology, legislation and compliance. She has considerable expertise in trauma informed care, resident suitability assessments and implementing successful housing and accommodation solutions with residents and our development partners.

Di Thorogood, Relationship Manager

Di brings a people-first approach and deep community insight to every stakeholder connection. She began working in the SDA sector two years ago, predominantly across Central Queensland, and is passionate about collaborating with participants, families, providers and property owners to deliver suitable, high-quality housing and stability for tenants.

Di is particularly committed to strengthening SDA outcomes in regional and remote communities, where access and choice can be harder to achieve. With 18 years’ experience in Community Services and a further eight years across Real Estate and Community Housing, Di offers a rare blend of “people and property” expertise. Her background allows her to look at housing holistically, balancing tenant needs, support arrangements and property performance.

Prior to SDA, she worked as a Carer Information and Support Officer, focused on capacity building, practical guidance and building social connections for individuals and families. Di is motivated by outcomes that truly matter: helping people secure safe, suitable and sustainable housing; connecting individuals to community; and supporting young people and young carers to build resilience and wellbeing.

Outside of work, Di loves being outdoors and has a strong connection to nature. You’ll often find her gardening, bushwalking, or spending time outside and she also rescues animals who, for various reasons, can’t remain with their first families.

Brenda Will, Relationship Manager

Brenda brings over 20 years’ experience across housing and property to her role at Just SDA. Known for her warmth, customer service excellence and genuinely people-centred approach, she builds trust quickly and communicates with clarity, empathy and purpose.

Brenda’s career spans private real estate, including Sales and Business Development, before moving into Community and Social Housing, where her passion for supporting vulnerable people and creating stable housing outcomes shines.

She has held senior roles such as Senior Tenancy Manager and Community Engagement Specialist, working closely with participants, families, providers and community partners to deliver safe, suitable and supportive housing solutions. This blend of commercial insight and community expertise helps her balance what matters most: tenant wellbeing and strong, sustainable property outcomes.

At Just SDA, Brenda is inspired by bridging the gap between NDIS participants and the right housing. She thrives on collaborating with sector professionals to create long-term outcomes that help tenants feel safe, supported and genuinely cared for, while giving owners confidence through proactive relationships and reliable follow-through.

Outside of work, Brenda treasures time with her family, especially her three adult children and granddaughter. She’s also studying holistic healing modalities including Reiki, sound and breathwork, and enjoys meditation, nature, sky gazing, and deep connection with the world around her.

Susanna Ratcliffe, Relationship Manager

With over 20 years’ experience across Australia and New Zealand, Susanna brings deep disability-sector expertise and a strong commitment to creating inclusive communities where people of all abilities can thrive.

Her background spans senior leadership in Specialist Disability Accommodation, operational management and direct service provision, with significant experience across organisations including Disability Housing Solutions, Disability Housing Australia and Lifestyle Solutions Australia.

Susanna’s strengths sit at the intersection of people, systems and outcomes. She has led quality, risk and compliance functions, provided strategic leadership, and delivered training that strengthens sector capability. She is also known for building trusted relationships with clients, investment partners and disability professionals, helping them navigate SDA with clarity and confidence. Her work has included developing innovative housing programmes, leading tenancy matching teams, and providing specialist advice to boards and executive teams.

A key focus of Susanna’s career has been improving how SDA is delivered at scale. Highlights include leading the development and roll-out of a purpose-built CRM for SDA operations to support regulatory compliance and best practice, and guiding complex change and operational improvements across multiple organisations. She has consistently advocated for sustainable housing solutions for NDIS participants, working closely with clinical, allied health and sector partners.

Susanna is inspired by bridging the gap between participants and the right home, because safe, suitable housing is foundational to a good life. Outside of work, she enjoys the outdoors with her two teenage daughters, three dogs, and a close circle of friends and family.
